The Regional Trade for Development (RT4D) Facility supports ASEAN Member States to maximise benefits from the upgraded ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) Agreement. Under the operation of the RT4D, the Trade and Gender Equality Incubator (TGEI) with funding support from Australia’s Department of Foreign Affairs and Trade (DFAT) pilots ideas and methods, drawing on promising practice to advance gender equality in trade-related policy, technical cooperation, and development programming.
The opportunity
The RT4D Facility seeks a consultancy firm with presence in Jakarta, Indonesia (the Consultant) to conduct a feasibility study for the proposed ASEAN Inclusive Trade Dashboard (AITD). The feasibility study will assess whether the dashboard is feasible and sustainable, including institutional ownership, alignment with ASEAN priorities, data availability, potential indicators, possible dashboard formats and pathways for national or regional piloting. Subject to a positive stop/go decision in September 2026, the Consultant will develop a full proposal from October to November 2026.
The primary users of the feasibility study will be RT4D/TGEI, DFAT and relevant ASEC stakeholders. The findings may also be relevant to ASEAN Member States, development partners and organisations working on gender equality, inclusive trade, MSME development, digital trade, trade facilitation, disability inclusion and data systems.
During the feasibility study, the Consultant is expected to engage with relevant ASEC divisions and selected stakeholders in Thailand and the Philippines, subject to confirmation by RT4D/TGEI, DFAT and relevant ASEC divisions. This engagement would assess whether these countries could provide suitable national-level entry points for future piloting, including in relation to national priorities, data availability, stakeholder interest and existing policy or monitoring processes.
The assignment comprises the following activities over the period July to November 2026:
- Finalise the feasibility study methodology and the plan to collect data, based on the discussion with RT4D/TGEI (all prospective bidders will have to develop a feasibility study methodology to be included in the Technical Proposal for this Call for Proposals).
- Conduct desk review and stakeholder consultations with relevant ASEC divisions, selected ASEAN Member State stakeholders, data owners and technical experts.
- Map potential indicators, available data sources, data gaps and options for sustainable updating of the dashboard.
- Assess institutional ownership, governance, technical format and implementation pathways for the dashboard.
- Write the feasibility study report and recommendations to inform a stop/go decision in September 2026.
- If RT4D/TGEI confirms a positive stop/go decision, prepare a full project proposal (due for final approval by 30 November 2026) for developing the dashboard and for piloting.
Interested organisations should provide a technical proposal detailing their capabilities in supporting the scope of services outlined in this ToR.
To ensure the above can be effectively managed and completed, interested organisations should fulfil the following criteria.
- Experience developing dashboards, indicator frameworks, data visualisation products, monitoring tools, scorecards, index products or similar analytical tools.
- The Team Leader or Lead Researcher must be based in Jakarta and have a sound understanding of ASEAN architecture, including the role of the ASEAN Secretariat, ASEAN community pillars and relevant ASEAN monitoring, reporting and coordination processes.
- Strong skills and experience in gender equality, disability and social inclusion (GEDSI) and trade, including gender-responsive trade policy, trade facilitation, digital trade, MSMEs, trade in services or related areas.
- Strong research, consultation, facilitation and analytical writing skills, including the ability to translate complex institutional and data issues into clear, practical recommendations.

The Opportunity
RT4D is seeking a consulting firm/consortium or individual consultant (hereinafter referred to as “the Consultant”) to manage and deliver the end-to-end Project Design for the abovementioned project under the ASEAN-Australia-New Zealand FTA (AANZFTA) Implementation Support Program (AISP), in close collaboration with the RT4D Facility and the Project Proponent.
The Project Design will follow a standard RT4D template and be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponent, the ASEAN Secretariat and the relevant AANZFTA Subsidiary Body.
Interested consulting firms or individuals should put forth technical support personnel that can support the RT4D Team in the completion of the project design. To ensure the above can be effectively managed and completed in alignment with this TOR, it is recommended that organisations/consultants have:
- Proven experience in designing and developing international development or trade-related project designs, including preparation of project design documents, work plans, monitoring, evaluation and learning (MEL) frameworks, GEDSI, Communications, and Program Management considerations outlined in the ToR.
- Demonstrated experience in designing and supporting regional SME capacity-building projects, preferably in trade, sustainability, or green transition themes, including the development of training modules, participant handbooks, implementation plans, and practical learning activities.
- Strong technical understanding of ecolabelling and sustainable production standards, including knowledge of ISO 14024 or comparable ecolabelling frameworks, environmental certification processes, and how these apply to SME development and market access in Australia, New Zealand, and ASEAN contexts
- Demonstrable experience conducting stakeholder consultations and developing program and project plans and designs that consider and incorporate the needs, priorities and concerns of diverse stakeholders , including government institutions, local authorities, indigenous peoples, local communities, women’s groups, MSMEs, and civil society organisations to inform project design and ensure inclusivity of perspectives.
- Proven ability to work with ASEAN stakeholders and regional partners, including government agencies, training institutions, and private-sector actors, with experience in facilitating consultations, coordinating multi-country inputs, and translating technical content into clear, practical guidance for SMEs.
- Experience engaging with Australia and/or New Zealand Government-funded development programs or other donor-funded initiatives, including familiarity with results-based management, compliance, and reporting frameworks is an advantage.
- Excellent written communication and project design drafting skills, with experience producing high-quality reports, concept notes, and project design documents for review and approval by multiple stakeholders.

It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.
Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.
The Governments of Australia and New Zealand have committed up to AUD 53.3 million to fund RT4D from 2020-21 to 2027-28.

The Opportunity
RT4D is seeking a seeking a consultancy firm or individual consultant (hereafter referred to as “the Consultant”) to manage and deliver two (2) separate Project Designs, with one Project Design developed for each of the abovementioned 2 projects. The delivery will follow standard RT4D templates and be subject to comments, amendments, and approval from the RT4D Facility Team, the respective Project Proponent, the ASEAN Secretariat and the respective AANZFTA Committee.
General competencies and qualifications the Consultant should demonstrate, include (but are not limited to):
General Technical and Experience Requirements
- Skilled and experienced expert/team of Experts with the technical expertise, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set within this Scope of Services.
- Demonstrable experience developing program and project plans and designs that consider and incorporate the needs, priorities and concerns of diverse government stakeholders (i.e. stakeholders representing countries with different priorities and capacity constraints and agencies with different mandates and priorities).
- Demonstrable experience designing, facilitating and delivering online and on-site consultations and workshops that effectively engage a diverse government audience.
- Experience working with ASEAN governments, the ASEAN Secretariat, Australian and/or New Zealand officials is a distinct advantage. The organisation must be comfortable with ASEAN stakeholders and following ways of working (or comparable governance arrangements).
- Proven excellent report drafting experience, with ability to incorporate comprehensive feedback at multiple stages.
- Experience working with the Projects’ Proponents, and Australian and New Zealand officials is a distinct advantage. The organisation must be comfortable with ASEAN stakeholders and following ways of working (or comparable governance arrangements).
- Strong understanding of and ability to operationalise the Monitoring & Evaluation, GEDSI, Communications and Program Management considerations outlined in the above sections of this ToR.
Project-Specific Expertise Requirements
Project 1: API Standards, Roles and Benefits to Facilitate Cross-Border E-Commerce in AANZFTA
- Strong understanding of digital trade ecosystems, including e-commerce, interoperability frameworks, API standards, and their role in facilitating cross-border business transactions and data exchange.
- Track record in analysing digital trade policies, regulatory frameworks, and technical solutions, with the ability to develop evidence-based recommendations to support regional digital integration. Experience in ASEAN, AANZFTA, or other regional trade initiatives would be highly regarded.
Project 2: AANZFTA Non-Tariff Measures (NTM) Stocktaking and Work Plan Development
- In-depth knowledge of non-tariff measures, trade facilitation issues, and regulatory barriers affecting regional trade, including familiarity with relevant international and regional frameworks.
- Experience undertaking stocktaking exercises, stakeholder consultations, policy assessments, and action plan development, particularly in the context of trade agreements, economic cooperation programmes, or regulatory reform initiatives. Familiarity with ASEAN and/or AANZFTA processes is an advantage.
