Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of the Promoting Integrity, Transparency and Leadership in the Public Sector short course. Tenders are sought in accordance with the AAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation.

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.

The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.

The Nadi Flood Alleviation Project (NFAP) is a critical infrastructure initiative aimed at reducing flood risk in Nadi and surrounding areas through the construction of a large detention basin, a dyke system, channel works, and road raising. The project has undergone extensive study over the past decade, with significant contributions from AIFFP, JICA, and ADB, including detailed design, hydraulic modelling, and environmental and social (E&S) assessments.

In order to progress towards a financing arrangement, AIFFP, the Government of Fiji (GoF), and JICA require a clear understanding of the current estimated costs of the project, confirmation of the E&S Safeguard Risk Category, and an updated project risk schedule identifying construction-related risks for flood mitigation infrastructure.

AIFFP therefore requires an appropriately qualified and experienced consultant to undertake the services as set out in Part B, in summary being:

  • Review the existing reference designs from AIFFP and JICA in existing reports (Stage 1) and supplement with sufficient details to inform a more precise cost estimate;
  • Deliver an updated and validated cost estimate for Stage 1;
  • Confirm the E&S Safeguard Risk Category for the project;
  • Develop a Project Risk Schedule, specifically addressing construction risks for flood mitigation infrastructure; and
  • Develop a Recommended Implementation Plan, providing a roadmap for project execution.

The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.

AIFFP requires the consulting services of eligible individual consultants with procurement expertise, to support the program of project procurement activities across the portfolio. Support will also include provision of technical assistance in procurement strategies and plans, development or review of bidding documents and subsequent tender evaluation and awarding processes.

We are seeking procurement specialists with experience in

  • procurement in implementation of infrastructure and/or development projects;
  • procuring under public enterprise/multi donor/ADB/World Bank/DFAT or similar frameworks, and proponent led procurements;
  • value for money principles, ethics, transparency, life cycle valuation, and quality in major procurement;
  • the use of the FIDIC suite of standard forms of contract including the Red Book, Yellow Book or the other equivalents.
  • applying the provisions of environmental and social safeguards, climate change, local labour considerations and workplace health and safety in major procurement; and
  • working in the Pacific region is desirable.

The Request for Expressions of Interest is attached, as is a Word version of the Suppliers Response Form (Part C) for ease of responding.

Suppliers should note that the SU will accept submissions on a rolling basis up to the closing date of 30 June 2025.  This means suppliers may submit responses to the EOI as and when they are ready, and need not wait until the closing date.  Submissions will be assessed on an as-received basis and advice on outcome will be provided accordingly.

Proposals provided in response to the initial Procurement Specialist Pool RFEOI issued in March 2025 are currently being assessed and suppliers need not reapply.

Telikom PNG (Telikom) is currently using two BSS systems, one of which has reached end-of-life. Telikom proposes to switch to a new, modern single BSS. Telikom envisages the new BSS will streamline billing processes, improve operational efficiency, and support long-term growth. It also wants to ensure a secure and trusted network that meets high-level industry standards during integration and ongoing operation (exact cybersecurity standard TBA).

Telikom has conducted a procurement and contracting process for the replacement BSS, along with the additional service of a VW, with a preferred supplier selected.

The AIFFP, in considering support for Telikom for the proposed BSS replacement and VW, requires a technical due diligence of Telikom’s requirements, the preferred supplier’s solution and the proposed contractual arrangements between them.

There is also a possible requirement for technical contract management client-side support to assist Telikom implement and integrate the proposed solutions.
