Tetra Tech International Development is a leading international development consultancy with extensive experience designing, managing and delivering complex programs on behalf of the Australian Government and other development partners. Tetra Tech International Development works closely with DFAT to deliver high-quality, compliant and outcome-focused capacity-building, policy and institutional strengthening initiatives across the Indo-Pacific, including the Mekong subregion. This includes the MAP Support Unit, supporting the delivery of targeted Masterclasses, policy dialogues and regional engagement activities aligned with MAP priorities.

Tetra Tech International Development seeks to procure specialist services for the design and delivery of four MAP Masterclasses in climate resilience, economic resilience, inclusive development and governance reform. This procurement is intended to identify delivery partners capable of providing a coherent, high-impact Masterclass suite that responds to partner country demand, aligns with MAP strategic priorities, and delivers practical capability outcomes across the Mekong subregion. Suppliers are invited to express interest in designing and delivering one or more of the Masterclasses.

The procured services will support:

  • co-design, delivery and facilitation of regional, trilateral and bilateral Masterclasses in Australia and the Mekong subregion

  • development of applied learning materials, case studies and mentoring support
  • delivery of blended, in-person and online learning activities, including Communities of Practice.

The expected outcomes of this procurement are:

  • Availability of qualified Khmer-speaking personnel and capacity to conduct stakeholder consultations and engagement activities in Cambodia.
  • Demonstrable technical and subject matter expertise and working experiences in the fields of copyright, creative industry development, intellectual property commercialisation, MSME development, women’s economic empowerment, cultural heritage safeguarding, and community-based enterprise development.
  • Demonstrable experience developing programme and project plans and designs that consider and incorporate the needs, priorities, and concerns of diverse stakeholders, including government institutions, creative MSMEs, traditional artisan communities, women-led enterprises, cooperatives, and private sector actors.
  • Strong understanding of and ability to operationalise the Monitoring & Evaluation, GEDSI, Communications, and Program Management considerations outlined in the above sections of this ToR.
  • Experience working with Cambodian government institutions, particularly the Ministry of Culture and Fine Arts (MCFA), Ministry of Commerce (MoC), Ministry of Women’s Affairs (MoWA), Ministry of Information (MoI), or Ministry of Industry, Science, Technology and Innovation (MISTI), is highly desirable.

  • Solid understanding of the WTO Technical Barriers to Trade (TBT) Agreement, RCEP Chapter 6 – STRACAP, and global best practices and ASEAN frameworks and initiatives related to NQI and STRACAP.
  • Demonstrated technical expertise and working experience in developing the NQI framework, especially to benefit from FTAs.

  • To ensure private sector stakeholders, particularly MSMEs and fintech enterprises to fully leverage the liberalized financial services environment by engaging in the consultative and dissemination workshops that help foster their innovation, competitiveness and sustainability.

The general competencies and qualifications that the Consultant should demonstrate include (but are not limited to):

  • Skilled and experienced expert/team of experts with technical expertise, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set within this Scope of Services.
  • Availability of qualified Khmer-speaking personnel and capacity to conduct stakeholder consultations and engagement activities in Cambodia.

RT4D is seeking a consultant (a firm) (hereafter referred to as “the Consultant”) to manage and deliver five (5) separate Project Designs, with one Project Design developed for each of the abovementioned 5 projects. The delivery will follow standard RT4D templates and be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponents and Australia’s Department of Foreign Affairs and Trade (DFAT).

The RCEP Implementation Support Program (RISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.

The general competencies and qualifications that the Consultant should demonstrate include (but are not limited to):

General Technical and Experience Requirements

  • Skilled and experienced expert/team of Experts with the technical expertise, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set within this Scope of Services.
  • Demonstrable experience developing program and project plans and designs that consider and incorporate the needs, priorities and concerns of diverse government stakeholders (i.e. stakeholders representing countries with different priorities and capacity constraints and agencies with different mandates and priorities).
  • Demonstrable experience designing, facilitating and delivering online and on-site consultations and workshops that effectively engage a diverse government audience.
  • Experience working and engaging with ASEAN governments, ASEC and/or AMS is a distinct advantage.
  • Proven excellent report drafting experience, with ability to incorporate comprehensive feedback at multiple stages.
  • Experience working with the Projects’ Proponents, and Australian and New Zealand officials is a distinct advantage. The organisation must be comfortable with ASEAN stakeholders and following ways of working (or comparable governance arrangements).
  • Strong understanding of and ability to operationalise the Monitoring & Evaluation, GEDSI, Communications and Program Management considerations outlined in the above sections of this ToR.

Project-Specific Expertise Requirements

  • Project 1: Demonstrated expertise in MSME development, digital transformation, green growth, and sustainable manufacturing and processing sectors, including experience developing strategies, policy frameworks, or recommendations to support dual digital and green transitions for MSMEs.
  • Project 2: Strong technical knowledge and practical experience in sustainable and resilient agriculture, inclusive business models, rural economic development, and RCEP utilisation, particularly in supporting agricultural MSMEs to access trade opportunities and strengthen inclusive participation.
  • Project 3: Proven expertise in digital trade, e-commerce policy, and RCEP implementation, including experience conducting policy analysis or reviews of trade agreement provisions related to e-commerce, digital economy frameworks, and MSME engagement.
  • Project 4: Demonstrable experience in trade in services analysis, regulatory and policy reviews, and assessment of international trade commitments, particularly in relation to RCEP services commitments, market access, and regulatory alignment.
  • Project 5: Demonstrated expertise in RCEP-related business outreach, MSME trade readiness, and trade promotion initiatives, including experience supporting SMEs to better understand and utilise regional trade agreements and export opportunities.

RFP – Project Designs – Five Vietnam RCEP Implementation Support Projects

Tetra Tech International Development Pty Ltd (Tetra Tech International Development) as the managing contractor of the Basic Education Quality and Access in Lao PDR Phase 2 program on behalf of the Australian Department of Foreign Affairs and Trade, is seeking Expressions of Interest local and international service providers to conduct research on classroom observation. The research will investigate how the Lao language curriculum and lessons are being implemented in early grades, and what strategies teachers use to support all language learners including students who don’t speak Lao.

Under the operation of the RT4D, the Trade and Gender Equality Incubator (TGEI) with funding support from Australia’s Department of Foreign Affairs and Trade (DFAT) pilots ideas and methods, drawing on promising practice to advance gender equality in trade-related policy, technical cooperation, and development programming.

The opportunity

The RT4D Facility seeks a consultancy firm with presence in Jakarta, Indonesia (the Consultant) to conduct a feasibility study for the proposed ASEAN Inclusive Trade Dashboard (AITD). The feasibility study will assess whether the dashboard is feasible and sustainable, including institutional ownership, alignment with ASEAN priorities, data availability, potential indicators, possible dashboard formats and pathways for national or regional piloting. Subject to a positive stop/go decision in September 2026, the Consultant will develop a full proposal from October to November 2026.

The primary users of the feasibility study will be RT4D/TGEI, DFAT and relevant ASEC stakeholders. The findings may also be relevant to ASEAN Member States, development partners and organisations working on gender equality, inclusive trade, MSME development, digital trade, trade facilitation, disability inclusion and data systems.

During the feasibility study, the Consultant is expected to engage with relevant ASEC divisions and selected stakeholders in Thailand and the Philippines, subject to confirmation by RT4D/TGEI, DFAT and relevant ASEC divisions. This engagement would assess whether these countries could provide suitable national-level entry points for future piloting, including in relation to national priorities, data availability, stakeholder interest and existing policy or monitoring processes.

The assignment comprises the following activities over the period July to November 2026:

  1. Finalise the feasibility study methodology and the plan to collect data, based on the discussion with RT4D/TGEI (all prospective bidders will have to develop a feasibility study methodology to be included in the Technical Proposal for this Call for Proposals).
  2. Conduct desk review and stakeholder consultations with relevant ASEC divisions, selected ASEAN Member State stakeholders, data owners and technical experts.
  3. Map potential indicators, available data sources, data gaps and options for sustainable updating of the dashboard.
  4. Assess institutional ownership, governance, technical format and implementation pathways for the dashboard.
  5. Write the feasibility study report and recommendations to inform a stop/go decision in September 2026.
  6. If RT4D/TGEI confirms a positive stop/go decision, prepare a full project proposal (due for final approval by 30 November 2026) for developing the dashboard and for piloting.

Interested organisations should provide a technical proposal detailing their capabilities in supporting the scope of services outlined in this ToR.

To ensure the above can be effectively managed and completed, interested organisations should fulfil the following criteria.

  • Experience developing dashboards, indicator frameworks, data visualisation products, monitoring tools, scorecards, index products or similar analytical tools.
  • The Team Leader or Lead Researcher must be based in Jakarta and have a sound understanding of ASEAN architecture, including the role of the ASEAN Secretariat, ASEAN community pillars and relevant ASEAN monitoring, reporting and coordination processes.
  • Strong skills and experience in gender equality, disability and social inclusion (GEDSI) and trade, including gender-responsive trade policy, trade facilitation, digital trade, MSMEs, trade in services or related areas.
  • Strong research, consultation, facilitation and analytical writing skills, including the ability to translate complex institutional and data issues into clear, practical recommendations.
  • Experience working with ASEAN institutions, ASEAN Member State governments, development partners or regional programs.
  • A network of local consultants or partners able to support data collection and stakeholder engagement in Thailand and the Philippines will be an advantage.

  • Project 1: Developing a National Roadmap for Inter-Regional Trade Integration in Indonesia to Support Participation in RCEP Value Chains.
  • Project 2: Study of Green Trade for Sustainable Economic Development in Indonesia and Short Course on Green Trade and Environmental Standards.

The delivery will follow standard RT4D templates and be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponents, Australia’s Department of Foreign Affairs and Trade (DFAT), and Ministry of Foreign Affairs and Trade (MFAT).

General competencies and qualifications the Consultant should demonstrate, include (but are not limited to):

General Technical and Experience Requirements

  • A skilled and experienced expert/team of experts with the technical expertise, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set within this Scope of Services.
  • Demonstrable experience developing program and project plans and designs that consider and incorporate the needs, priorities and concerns of diverse government stakeholders (i.e. stakeholders representing countries with different priorities and capacity constraints and agencies with different mandates and priorities).
  • Demonstrable experience designing, facilitating and delivering online and on-site consultations and workshops that effectively engage a diverse government audience.
  • Experience working and engaging with ASEAN Governments, ASEAN Secretariat and/or ASEAN Member States is a distinct advantage.
  • Proven excellent report drafting experience, with ability to incorporate comprehensive feedback at multiple stages.
  • Experience working with the Projects’ Proponents, and Australian and New Zealand officials is a distinct advantage. The organisation must be comfortable with ASEAN stakeholders and following ways of working (or comparable governance arrangements).
  • Strong understanding of and ability to operationalise the Monitoring & Evaluation, GEDSI, Communications and Program Management considerations outlined in the above sections of this ToR.

Project-Specific Expertise Requirements

  • Project 1: Proven expertise in Regional Trade Integration, supply chain connectivity, and experienced in development of a National Framework and Roadmap for Inter-Regional Trade Integration and Domestic Supply Chain Strengthening, including mapping of inter-regional trade flows, identification of logistics and regulatory bottlenecks, analysis of inter-regional price disparities, and formulation of priority corridors and policy action plans.
  • Project 2: Demonstrable experience in aligning national trade policies with the Sustainable Development Goals (SDGs), especially on green trade and its relations to national development planning, including regional export potential to promote inclusive growth. Knowledge in global green trade trends, environmental standards and certification, circular economy and green production.

The general competencies and qualifications the Consultant should demonstrate, include (but are not limited to):

General Technical and Experience Requirements

  • Demonstrated expertise in project design for donor-funded programs, including development of theories of change, results frameworks, Monitoring, Evaluation and Learning (MEL) frameworks, risk assessments, and implementation-ready project design
  • Strong experience conducting policy, institutional, regulatory, and stakeholder analysis, and translating findings into practical and evidence-based project design
  • Proven experience in designing and facilitating mixed-methods research, stakeholder consultations, key informant interviews, focus group discussions, and synthesis of qualitative and quantitative evidence to inform project
  • Strong facilitation and stakeholder engagement skills, including experience working with government agencies, development partners, private sector stakeholders, and civil society organisations during project formulation processes.
  • Demonstrated expertise in Gender Equality, Disability and Social Inclusion (GEDSI), including integration of GEDSI considerations into research methodologies, stakeholder engagement approaches, project design, and results frameworks.

  • Experience working with the Government of Lao PDR, development partners, and regional stakeholders, including ASEAN Member States and programs supported by the Governments of Australia and New Zealand, is highly desirable.

Project-Specific Expertise Requirements

Project 1:

  • Demonstrated expertise in Sanitary and Phytosanitary (SPS) systems, food safety, agricultural health regulation, and implementation of SPS-related commitments under RCEP, WTO, ASEAN, or similar regional frameworks.
  • Experience analysing and designing institutional coordination mechanisms, inspection systems, certification processes, digital regulatory tools, and inter-agency governance arrangements relevant to SPS implementation and trade

Project 2:

  • Demonstrated experience in regulatory capacity development, competency assessment, and the design of training frameworks, guidance materials, and institutional learning systems for government officials and regulatory stakeholders.
  • Strong understanding of SPS regulatory implementation, inspection procedures, border control processes, and compliance requirements affecting agricultural and food value chains, with the ability to translate technical requirements into practical capacity-building and knowledge-transfer approaches.

Project-Specific Expertise Requirements

Project 1:

  • Strong expertise in trade facilitation, RCEP, and ASEAN economic integration frameworks, including customs, border management, logistics, and economic corridor systems affecting SME participation in cross-border trade.
  • Experience translating trade policy and corridor analysis into structured project design frameworks, including inclusive interventions for women traders and persons with disabilities.

Project 2:

  • Strong knowledge of SME digital transformation, including e-commerce adoption, digital platforms, supply chain digitisation, and digital market systems in developing country
  • Experience translating SME digital readiness and inclusion analysis into structured project design frameworks and intervention logic for women-led enterprises and persons with disabilities.
