Advancing Policing Practices through Partnership in Papua New Guinea

The Papua New Guinea – Australia Policing Partnership (PNG-APP) is a collaborative initiative between the Australian Federal Police (AFP) and the Royal Papua New Guinea Constabulary (RPNGC) designed to address the multifaceted challenges faced by Papua New Guinea.

With Papua New Guinea being one of the world’s most linguistically diverse nations, it grapples with critical issues such as a widely dispersed population, extreme poverty, and communities facing challenges with crime, largely due to the difficulty of access to essential government services. The PNG-APP aims to provide targeted support to the RPNGC, enhancing its capacity to meet these challenges effectively.

Our role and impact

As an integral partner of the PNG-APP, Tetra Tech delivers specialist advisory services aimed at bolstering the RPNGC’s operational capacity, training programs, and corporate reforms. This collaboration seeks to transform the RPNGC into a professional, efficient, and community-oriented police service. By addressing pressing issues like gender-based violence, Tetra Tech plays a pivotal role in advancing policing practices across Papua New Guinea, contributing to the enhancement of public safety and the rule of law, while ensuring that RPNGC operations align with community needs and uphold human rights standards.

Tetra Tech’s involvement includes the provision of advisers to support PNG-APP in the delivery of its programs. Tetra Tech’s advisers are targeted to provide specialised support to such areas as the Internal Affairs Directorate (IAD). The IAD, faced with challenges in policy implementation and compliance, benefits from the insights of a former AFP Detective Superintendent, who reviews and recommends organisational improvements.

Tetra Tech’s adviser to the RPNGC Maritime Operations, a former Commissioner for NSW Maritime Rescue, contributes vital expertise to the RPNGC’s Water Police Operations. By ensuring a robust community policing presence on local waterways and providing essential training for RPNGC members, this role is crucial for maintaining safety in Papua New Guinea’s extensive maritime environment.

Our adviser to the RPNGC’s Finance Directorate is a former Chief Financial Officer (CFO) to AUSTRAC and provides audit, budget and finance expertise and support to the Directorate.

Tetra Tech’s adviser supporting to the RPNGC Legal and Prosecution Directorate is a barrister from the Commonwealth Director of Public Prosecutions (CDPP), who provides specialist training and support to the Directorate.

Our Infrastructure Adviser supports the PNG-APP and RPNGC ambitious building and infrastructure development program, aimed at enhancing the ability of the RPNGC to provide policing services in PNG. These advisers foster collaboration between the AFP and the RPNGC, by supporting their transformational change, and enhancing the overall effectiveness of the RPNGC.

Through these targeted efforts, Tetra Tech is instrumental in fostering sustainable improvements within the RPNGC, ultimately working towards a more effective policing framework that benefits all communities in Papua New Guinea.
