Rosanna MacDonald was born and raised in New Zealand and moved to Samoa in her early teenage years. She gained a deep understanding of how cultures can interrelate and work together, allowing her to appreciate the power and meaning of localisation.
In this interview Rosanna discusses how localisation is much more than a buzzword. She shares her perspective on how it represents a pathway to empowerment and sustainability. Further, she recognises it’s about acknowledging, understanding, and respecting the local culture and utilising its strength to build a sustainable future.
How did you come to work with us at Tetra Tech? Tell us about your journey.
After a long and successful career in the banking sector, I decided I wanted to give back and work in international development across the Pacific. The decision was inspired by a traumatic, but ultimately transformative experience, that pushed me to reconnect with my Pacific roots.
My life was profoundly impacted by the unexpected passing of my husband and true love. The shock and heartache were immense, and I went on to develop cancer, and forced into a long and painful fight for survival – one in which I ultimately triumphed.
In search of my new norm, I drew on my inner strength, adopted a positive mindset and tapped into the power of hope. I knew it was time to change my direction and follow a higher purpose, one where I could use my professional and leadership skills to improve the lives of people and communities across the Pacific.
What is your view of localisation in development and how we are applying it at Tetra Tech?
I knew Tetra Tech was the right company for me to work with, as we share the same vision and goals when it comes to Pacific development. When I contemplate localisation, I envision an ocean of untapped talent in Fiji and beyond. It’s not merely about recognising the abundant skills and capabilities here; it’s about creating opportunities. Opportunities for our staff to work with international colleagues and take the lead. It’s about transcending the confines of a job description; and delivering for their people, contributing to their community, and creating real impact.
Tetra Tech’s vision of localisation is synonymous with sustainability. Our local staff have an emotional connection with the programs we run. They’re not just fulfilling a role; they’re working towards the betterment of their people. This emotional investment is what makes localisation a sustainable solution. It ensures that the work we do is not just for the present, but also for the future of the community.
What cultural considerations need to be considered to achieve true localisation?
As a Pacific Islander, our culture, religious beliefs, connection with the land and ocean heavily influence our decision-making process. We adopt a holistic view, considering not just ourselves, but our extended family, our village, and our country. Our collective approach to life, collaboration and relationships are paramount, and lead to powerful outcomes.
No one gets left behind. It’s about ensuring that everyone’s voice is heard, that everyone’s contribution is valued, and that we all move forward together.
We’ve applied a Pacific lens to the type of training we provide our international teams, to ensure a strong sense of cultural understanding, knowledge and shared vison. We back our local teams and develop their leadership skills, so that they become key program decision makers, ensuring that local voices are heard and create strong and lasting impact across local communities.
Humility is a significant aspect of our culture, but it should not be mistaken for a lack of communication or confidence. There’s a substantial difference. Humility fosters a heart of gratitude, enabling individuals to reflect and make choices that uplift and inspire others. By embracing humility, we cultivate a culture of trust, respect, and limitless potential for success.

My journey has been a testament to the power of resilience, purpose, and the unrelenting pursuit of making a positive difference. A journey that aligns with Tetra Tech’s values and vision.
